The Assets of the former tenant Cynar Recycling Ltd (In Liquidation) are comprised solely of the CONTENTS which are the Industrial Technical Plant and Assorted Contents, all within the unit.

THE PROPERTY & YARDS:
The subject property comprises a semi-detached industrial unit which is situated on a regular site extending to approximately 0.80 ha (1.97 acres) and contained in folio LS3081L. This property title is long leasehold (500 years/Laois County Council).

The building extends to approximately 3,744 sq m | 40,302 sqft and is laid out to comprise two full height interconnected warehouses, offices to the front which also includes two separate staff facilities within the building and parking facilities.

This industrial unit is a steel frame construction with metal deck exterior cladding under a pitched roof containing translucent roof lights. The building has an eaves height of 9.91m and clear Internal height of 7.54m.
It is accessed via two dock level and three grade level loading doors.

The office areas are fitted to a good standard with carpet floors throughout, perimeter trunking, plastered and painted walls and suspended ceilings.

Externally, the unit benefits from staff & customer parking to the front with vehicle storage and circulation to the side. The entire property is bounded with palisade fencing.
Additional security is provided by a series of secured gates through the yards from the entrance, locked and or operated by fob and pin pad.

THE TECHNICAL PLANT:

The core of the Technical Plant occupies a floor area of 309 sqm and has been incorporated into the building with the roof of the building heightened to accommodate the plant. The eaves height at this space is 12.75 meters and was extended without planning permission.

The plant and technology is aimed to produce ‘On-Spec’ fuel and therefore the plant is not considered a waste facility. It is understood that the plant is recognised as a recovery facility and will sit under the permit regulations rather than the EPA IPPC rules. Therefore the plant will not fall under the EU Waste Incineration Directive compliance requirements. The plant at Portlaoise is permitted under the Departments Recovery regulations and administered through the local authority. The current permit attaching to the plant and premises is 5 years with an expiry in 2019.

The plant at Portlaoise was originally installed in the premises in 2006. From Company records it is understood that the cost of the plant that was initially installed was circa €3m ($5mAus$) and a further €1.5m worth of equipment was added.

The Cynar system consists of a stock infeed system, pyrolysis chambers, contactors, distillation, centrifuge, oil recovery line, off-gas cleaning and residual contamination removal.
In use, waste plastics are loaded via a hot-melt infeed system directly into a main pyrolysis chamber. Agitation commences to even the temperature and homogenise the feedstocks.
The feedstock storage and preparation area is physically segregated from the part of the plant involved in the pyrolysis process. The control room sits between the two main areas that house the plant.

The Cynar Facility is the only one of its kind in Ireland converting waste plastics to usable products.

LOCATION:

The subject property is located on the southern side of the town centre of Portlaoise on the western side of the Old Knockmay Road approximately 2km south of Portlaoise town centre and 3km North West of the junction 17 on the M7 motorway.

Portlaoise, Co. Laois is situated approximately 80km south west of Dublin, 112km north east of Limerick and 172km north east of Cork and is the administrative and commercial centre in Co. Laois.
The town has a railway station served by intercity trains between Dublin, Cork, Limerick and provides commuter services to Dublin. The town is a popular commuter town to Dublin due to its accessibility via the M7, train service and proximity to the M50.

SPECIFICATION

The buildings are modern steel portal frame construction with double skin metal deck roof, similar side cladding with block and external forticrete block base walls of approximately 3 metres.
The floors are all high specification reinforced concrete. The building consists of two adjoining A-Roof Portal Frames so there are steel pillars in the centre of the warehouse.
2.1 Roof & Sides.
The entire roof consists of Kingspan KS1000 Roof Panels and 60 translucent roof light
panels. The external side cladding is also of similar Kingspan standard down to wall
level. The external walls are double leaf concrete block and Forticrete Block finish to the
exterior.
There are four electrically operated automatic insulated sectional doors on the
Building, 4.5 metres wide by 4.8 metres high. There are pedestrian access doors into the
office areas and pedestrian fire doors throughout.

The walls forming the party walls between the neighbouring unit and the Cynar Unit are precast concrete panels.
The guttering, downpipes and storm drainage are all working well and there are no
leaks or water ponding on the external yards.
